No doubt this is a large part of the motivation behind these efforts, but I also wonder if we&#039;re not seeing what Philip Bobbitt wrote about in &lt;i&gt;The Shield of Achilles&lt;/i&gt;, the transition from the nation-state, whose legitimacy rests upon its ability to promote the welfare of its citizens and the more unitive approach to law and politics this promotes, to the market-state, which promises to maximize the opportunity of its citizens, and whose politics and law are thus distinguished by a reliance on private and non-state organizations for much of what was previously considered the domain of the state.</description>
